Jessica Quinn-Horgan is Of Counsel to Weiss Burkardt Kramer LLC. She focuses her attention on handling construction litigation and complex litigation matters for clients.
Jessica gained extensive litigation experience at several major Pittsburgh law firms prior to joining WBK. She has handled all types of legal issues related to the construction industry. Her clients have included school districts, commercial building owners, commercial and residential contractors, heavy highway contractors, deep foundation contractors, and vertical construction contractors. Jessica has litigated disputes in jury and non-jury trials in various state and federal courts and tribunals, along with resolving cases in arbitration proceedings and through mediation.
Jessica is actively involved in various professional and trade associations related to the construction industry, and has spoken and written about multiple construction legal topics such as PA Public Contracts and Procurement Regulations and Avoiding Construction Pitfalls: Legal Issues for Contractors. She continues to be named as a Pennsylvania Rising Star and Super Lawyer.
Jessica received her B.A. in Political Science from the University of Pittsburgh, where she graduated magna cum laude and was the recipient of the Elsie C. Umberger and Horace J. Umberger Memorial Award for Excellence in Political Science, and her J.D. from the University of Pittsburgh School of Law. While at Pitt, she received various scholarships and honors and awards for concentrated studies, academic achievement and trial advocacy. Jessica is a member of the American Bar Association and its Litigation Section, as well as the Pennsylvania and Allegheny County Bar Associations. She is admitted to practice in the Commonwealth of Pennsylvania, the United States District Court for the Western District of Pennsylvania, the United States Court of Appeals for the Third Circuit, the United States Court of Appeals for the Second Circuit and the United States Supreme Court.
